Civic Views is a photography project that documents Philadelphia through the windows of its municipal service agencies.

The photographs by artist Emilio Martínez Poppe provide a storytelling device for understanding the aspirations and complexities of City of Philadelphia employees. Each window becomes a diverse viewing portal to see the city and to begin to map the architecture, labor, and human experience needed to run city government. The photographs will come together in a temporary art installation in the City Hall Courtyard in May and June 2025.
